He has guided the establishment of multiple car networking industry organizations, organized more than 20 units to write two 5G car networking group standards, and strengthened the management of "5G+car networking" and car networking network and data security through the "Cast Network 2023" car networking security special action. In the future, the Shanghai Municipal Administration of Communications will leverage its management and support advantages in the communication industry and continue to make efforts. Bi Cong, Director of the Construction and Management Department of the R&D Base of the Shanghai Municipal Commission of Science and Technology, stated that the Shanghai Municipal Commission of Science and Technology actively carries out technological innovation and provides technological supply in the formulation of specifications and standards for intelligent connected vehicles, key technology research, demonstration zone construction, road testing, and demonstration operation. In 2023, the "Science and Technology Innovation Action Plan" professional technical service platform will be constructed to support the innovation chain and entrepreneurial ecology of key industries in the city. The intelligent connected vehicle OTA testing experimental platform is a project initiated by the "Science and Technology Innovation Action Plan" professional technical service platform. We believe that the launch and operation of the laboratory will provide important testing and certification support for the intelligent connected vehicle industry in this city, and help improve the level of industrial technical capabilities.

Zhou Aiqing, Deputy Director of the Jinqiao Management Bureau of the China (Shanghai) Pilot Free Trade Zone Management Committee, stated that as one of the most important development areas of Shanghai's intelligent connected vehicle industry, Jinqiao has vigorously promoted the construction of the intelligent connected vehicle industry ecosystem in recent years, guided by "5G+future vehicles", and has attracted a large number of leading domestic and international enterprises in the industry chain to settle in. The joint experimental platform between Shanghai Industrial Innovation Center and Zhejiang Eko Intelligent Connected Vehicle OTA not only fills an important link in the Jinqiao Intelligent Connected Vehicle industry ecosystem, but also sets a benchmark for third-party testing and public service capacity construction in the field of intelligent connected vehicles in Shanghai. It will undoubtedly contribute to the formation of a brand effect of "connected vehicles and Jinqiao testing" in Shanghai and even the whole country, and support the future development of Jinqiao and Shanghai Intelligent Connected Vehicles.

Subsequently, Wang Tianguang, Director of the Shanghai Communications Administration, Bi Cong, Director of the Infrastructure Construction and Management Department of the Shanghai Science and Technology Commission, and Zhou Aiqing, Deputy Director of the Jinqiao Management Bureau of the China (Shanghai) Pilot Free Trade Zone Management Committee, jointly unveiled the intelligent connected vehicle OTA joint experimental platform. This experimental platform is jointly built by the Shanghai Innovation Center of the Chinese Academy of Information and Communications Technology and Zhejiang Eco. It is the first third-party vehicle OTA testing laboratory in Shanghai and also a professional technical service platform project under the Shanghai 2023 Science and Technology Innovation Action Plan. It fills the gap in the field of third-party vehicle OTA testing in Jinqiao and even Shanghai, and will provide solid support and support for the high-quality development of the intelligent connected vehicle industry in the future.
