On October 18, 2010, Russia, Belarus, and Kazakhstan signed the "Common Guidelines and Rules on Technical Specifications of the Republic of Kazakhstan, the Republic of Belarus, and the Russian Federation". According to the agreement, the Customs Union Committee is committed to developing unified standards and requirements to ensure product safety, with a certification that is universal in all three countries, thus forming the TR CU certification of the Russia Belarus Kazakhstan Customs Union, which is uniformly marked as EAC. Now Armenia and Kyrgyzstan have also joined the Customs Union.

OTTC (Vehicle Type Approval) is a document that confirms that a vehicle or chassis complies with the Technical Regulations of the Customs Union (TR CU) 018/2011 on the safety of wheeled vehicles. Vehicle products have not obtained OTTC certification and cannot pass Russian customs, let alone be sold and used within Russian territory.
